Union, Management Settle Disputes on Use of 204bs

04/10/2015 - The APWU and USPS reached two pre-arbitration settlements on April 9, resolving disputes over the use of acting supervisors (204bs) in Bulk Mail Entry Units and in Office-in-Charge assignments, Clerk Craft Director Clint Burelson has announced.

According to the settlement involving Bulk Mail Entry Units (BMEUs), Section 2.D of the Clerk Craft Jobs Memo, which is part of the 2010-2015 Collective Bargaining Agreement, applies to supervisory duties in post offices that contain a Function 4 retail operation and a Bulk Mail Entry Unit.  It does not apply to 204-B assignments in BMEUs that are in stand-alone locations.

According to the settlement involving Officer-in-Charge (OIC) assignments, the provision in Section 2.D that states, “The usage of a 204-B in this exception is normally limited to no more than 90 days,” applies to OIC assignments except when the assignments are to an installation that employs bargaining unit employees not represented by the APWU and the postmaster position is the only supervisory position.
